Call labeling can happen on many levels within the calling ecosystem. The three primary things that can impact if a label appears on your phone number are the carrier the call is going through, the device the end user receiving the call on, and additionally third-party applications installed on devices.
Because of this, a user with a Verizon phone may see a label whereas someone with an AT&T phone may not. each carrier has its own algorithm for determining when a label should be applied and even has different labels that can be applied.
